Open Budget Survey 2021

The Institute of Public and Private Policies #IP3, contracted by the Open Budget Partnership, has evaluated open budgets at the central and local level. The Open Budget Survey is the only comparative, independent and regular assessment in 120 countries of the world of the three components of budget accountability at the national level.

The global average index according to the results of the Open Budget Survey 2021 (OBS), conducted by the International Budget Partnership (IBP) is 46 out of 100.
The result of the Open Budget Index (OBI) in Albania resulted in a value of 52 in 2021, keeping almost the same transparency for citizens regarding information on public money.

In addition to assessing transparency and participation, the OBS also assessed the role of formal oversight institutions, such as audit institutions (KLSH) and legislatures. Regarding the strength of the formal institutions of supervision in Albania, the score for the legislature was 64 and the score for KLSH was 72, meeting the standard required by OBS of a minimum of 61 points.
