National Institutional Assessment and Training Needs in Local Governance

The aim of the national assessment is to strengthen local government structures and cooperation of local elected representatives in Albania.

The project "Strengthening Local Governance Structures and Cooperation among Local Elected in Albania implemented by the Council of Europe with the support of the Swiss Agency for Development and Cooperation offered its assistance to improve human resources and implement the Law" On Civil Servant ". This project also had close cooperation with the Department of Public Administration (DAP), and the Albanian School of Public Administration (ASPA).

In this context, the project has undertaken a national institutional assessment and training needs for LGU employees. This process was developed according to a well-defined methodology.

IP3 was committed to realize the national institutional assessment and evaluation of training needs in Qark of Korca. IP3 organized trainings in all the municipalities with public administration employees for the presentation of the methodology for institutional assessment, training needs assessment and the implementation of civil servants law in Local Government. These trainings were held in the new municipalities of Korça, Pogradec, Devoll, Kolonja, Maliq and Pustec,

Since Territorial Administrative Reform and Local Government Reforms are posing new challenges to the local administration and increasing the level of professionalism through training, this project provided its assistance in improving human resources, implementing the law "On Civil Servants", strengthening local structures and increasing local capacities.
