STAR2 – Consolidation of Territorial Reform “Establishing One-Stop-Shop service delivery systems for Albanian LGUs”

The establishment of One Stop Shops is one of the main components of Support to the Consolidation of the Administrative and Territorial Reform project (STAR2). STAR 2 project is working to strengthen institutional and administrative capacities of local administrations across the 61 municipalities of Albania; increase the efficiency of local service delivery, enhance local democracy through fostering citizen-oriented governance and participatory decision-making, leveraging the role of women as actors of change

STAR2 - Consolidation of Territorial and Administrative Reform is a project funded by the European Union in Albania, Government of Sweden, Government of Italy, Government of Switzerland, USAID, UNDP and Government of Albania. The project is implemented by UNDP in cooperation with the Ministry of Interior. Administrative procedures are frequently blamed to be time-consuming, non-transparent, and bureaucratic. The solution was implementing E-communication and other instruments of E-government, points of single contact (one-stop shops), reducing formalities and burdens to citizens and businesses in order to improve their relations with public administration.

Our project envisages assistance to LGUs in the reorganization of service provision at the local level, establishment of service delivery monitoring parameters and targets, provision of services through one-stop-shops, and civic engagement in the design and implementation of services, etc. The One Stop Shop approach is to be innovative in terms of providing a joined-up response for the service-user, since it is based on a general shared data management system used in facilitating the digitalization of data and documents and communication between the different offices, within municipality. Furthermore the One Stop Shop system is in line with the whole of government approach.

The OSS system is designed and implemented by the consortium consisting of CSI Piemonte, IkubInfo, Institute of Public and Private Policies (IP3) and Infosoft Systems. The consortium has provided all the support, expertise and efforts to make this project successful and the OSS system fully functional and efficient for municipalities. The sharing of experiences and expertise between all the participants involved in the project enhanced the final outcomes of the OSS initiative.
