In the Municipality of Elbasan, during the presentation of the One Stop Shop model in the framework of STAR2 project- "Establishing One-Stop-Shop service delivery systems for Albanian LGUs" funded by the European Union, the Swedish Government through SIDA (Swedish International Development Agency), Italian Government through Italian Development Cooperation, Swiss Government through SDC (Swiss Development Cooperation), American Government through USAID (United States Agency for International Development) and managed by UNDP.

This project aims to increase the efficiency of providing local administrative services including quality, coverage, access and inclusion for all citizens. The new approach to local service delivery through the One Stop Shop model comes as a necessity after the implementation and consolidation of the Administrative and Territorial Reform and has in its center "the citizen", facilitating access and administrative procedures for getting services faster and at the same quality.

The new service delivery model through One Stop Shop system has just begun its implementation in 3 pilot municipalities of Elbasan, Pogradec and Polican and will be extended to 49 municipalities of Albania through the assistance and support of the consortium comprised by Institute of Public and Private Policies (IP3), CSI Piemonte, ikubINFO and InfoSoft Systems.
